Matthew Chouinard, of Pomfret, was arrested at approximately 8:20 p.m. Sunday, on I-95 North in Richmond after troopers spotted a vehicle being operated erratically, with no headlights or taillights on well after sunset. A four-year-old child was in the car at the time, said Rhode Island State Police Spokeswoman Laura Kirk.
Chouinard was charged with operating a motor vehicle under the influence of liquor or drugs, second offense, blood-alcohol content unknown, with a child under the age of 13. He was also charged with failure to submit to a blood-alcohol test.
He was also charged with a laned roadway violation; the presence of alcoholic beverage while operating or riding in a motor vehicle, and driving without lights when required, Kirk said.
Chouinard was processed at the Hope Valley Barracks and released, pending a future court appearance. The child was released to relatives.
