Police: Sex Offender, 63, Exposes Himself In Front Of Women, Children

A registered sex offender was nabbed for sitting on a bench at a popular trail exposing himself in front of children and others, according to the Hamden Police.

The incident took place around 5:45 p.m. Wednesday when the Hamden Police responded to the Farmington Canal Trail on the report of an indecent exposure, said Capt. Ronald Smith.

A 27-year-old Meriden resident told police that she was riding her bicycle on the trail when she saw a male, seated on a bench with his genitals exposed, Smith said.

Officer Darryl Cargill arrived at the trail and began searching for the individual. He was approached by a “jogger” who stated that a male was seated on a bench “playing with himself.” 

After a brief search, Cargill located Francis Keen, 63, of New Haven, who was fully exposed with several young children in the immediate area with their parents, Smith added.

Keen, a registered sex offender, was charged with public indecency, the risk of injury to a minor and breach of peace. He is being held on $50,000 bond and is scheduled to appear in court on June 13.

State records show that he was convicted in 1998 of masturbating in public and again in 2010 for exposing himself and masturbating in public in front of two young teens.
