A total of $743 million was earmarked in the spending plan to continue work to move some New Haven trains to the west side of Manhattan. But the project can't be completed until the East Side Access project that will bring Long Island Railroad trains into Grand Central is finished, LoHud.com reported.
A total of 90 percent of the budget would be earmarked for equipment replacement and railroad improvements, LoHud.com said.
