White Powder Incident Prompts Evacuation Of State Office Building Police are investigating at least four incidents involving white powder or suspicious packages Wednesday that led to evacuations and street closures. Two are believed to be baby powder, officials said. The first package was discovered around 11 a.m. Wednesday at the state's Dept. of Education office, at 450 Columbus Blvd. in Hartford, state police said.
