CT Man Exposes Genitals To Child Riding Bike, Police Say A Connecticut man who allegedly touched his genitals while in view of a child riding a bike has been charged with risk of injury to a minor. Luis Segura-Montero, age 59, was charged on Thursday, Sept. 28, for the incident that took place in Hartford on Wednesday, July 5 in the area of Mapleton Street. When officers arrived, Segura-Montero had left the area. Oniel Lewis, age 34, of Hartford, was arrested on Sunday, Feb. 7, for the Saturday, Oct. 31, killing of Bryan Monroe, age 48, of Manchester, said Hartford Police Lt. Aaron Boisvert. Monroe was found when patrol officers were dispatched to 194 Maple Ave., on the report of a person stabbed. Upon arrival, Monroe was found with multiple stab wounds, Boisvert said.
