New York State Police say they observed a driver commit an infraction on I-95 and initiated a traffic stop on Sunday, Aug. 11 around 1:30 a.m. in Westchester. The driver, identified as Elizabeth Rich, 35, of Madison, Connecticut, was found to be intoxicated and traveling with a 5-year-old and an 8-year-old child after the stop in Mamaroneck, police say. New York State Police say they were dispatched to a Putnam County residence on Sprout Brook Road in the town of Philipstown on the report of a domestic dispute on Saturday, May 11. Further investigation revealed that 43-year-old Luis K. Urbina of Philipstown choked the victim, who had been in bed with two children at the time, police said.
