That means that the GOP tax bill will have a greater impact on wealthy residents in the blue states, the study says. Connecticut Highways Rank Among Worst In Nation, Report Says Connecticut ranks among the bottom five states in the country in overall performance and cost-effectiveness, according to this new report released by a libertarian think tank.  The Reason Foundation published its 23rd Annual Highway Report on Thursday, Feb. 8.
