Police Seek To ID Man Who Took Photo Up Woman's Skirt At Shopping Center Recognize this Peeping Tom? The Stamford Police Department is seeking the public’s assistance as it attempts to identify a man involved in a voyeurism incident at the Ridgeway Shopping Center. Police said that at approximately 2:20 p.m. on May 9, a Hispanic male suspect used a cellphone to take photographs under the dress of a woman while they were both shopping at Modell’s in the shopping center.
