It happened just after midnight on Friday, Aug. 18 in Manchester, according to Connecticut State Police. Troopers saw Bonifilio Ortiz-Perez, who turned 21 in July, driving west in the eastbound lanes of Interstate 384 near exit 4. Wrong-Way Driver Hits State Police Cruiser On I-91 In Connecticut A Connecticut woman was arrested after allegedly hitting a police vehicle while driving in the wrong direction on I-91, while drunk.  Latifah Roldan, age 31, of East Hartford, was arrested by Connecticut State Police, on Sunday, May 2, following the incident which took place in the area of Exit 36 in Windsor, said the Connecticut State Police.
