Local residents charged were: Westchester County On July 28, State Police from Cortlandt arrested Segundo Otavalo Figueroa, age 24, of Ossining, for DWI. He was traveling on State Route 9 in Cortlandt, when he was stopped for a vehicle and traffic law violation. Investigation revealed that he was impaired by alcohol, and was subsequently arrested. Virgilio is remembered as an adoring dad to his 4-year-old son, Joseph.
