Initially, the developer submitted a controversial plan for a six story building. The building had no retail space. Negotiations were prompted when public safety and other concerns were raised, WLAD.com said.

The alternate plan submitted includes 120 units, as opposed to the original's 156 units. Two buildings will be connected by a pedestrian bridge, WLAD.com said.
