Akin Jamal Warner, age 25, of Windsor Locks, was arrested on Wednesday, Feb. 3, for the second time while in custody at the Hartford Correctional Center, said Windsor Locks Lt. Paul Cherniack.

According to Cherniack, Windsor Locks police began on Sunday, Jan. 3, when a 17-year-old girl complained of a sexual assault.

During the following investigation, which included assistance from the Winsdor Police Department and state police, detectives learned of three more sexual assaults involving Warner “with similar circumstances in each case," Cherniack said.

Detectives also learned Warner lived in Orange County, California last year and found that the Orange County Sheriff’s Office had two open sexual assault cases involving him, police said.

The investigation into those cases is ongoing.

On Wednesday, Jan. 27, detectives obtained an arrest warrant, and permission to take his DNA for the Jan. 3, complaint, Cherniack said.

On Thursday, Jan. 28, Warner was taken into custody without incident at his Windsor home for the Jan. 3 assault, police said.

He was charged with sexual assault and is being held on a $500,000 bond.

On Wednesday, detectives charged Warner with another count of sexual assault while he was in custody at Hartford Correctional. The bond on that charge was set at $750,000.

“The scope of Warner’s alleged sexual assaults involve both east and west coast jurisdictions,” Cherniack said. “This, along with the specific and repeated methodology he used, leads us to believe that the potential for additional victims may exist.”

Police are urging additional victims to contact Detective Sgt. Jeff Lampson, even if the assault did not take place in Windsor Locks.

Any victim will be guided to the correct agency and point of contact.

Any police agency or victim of Warner's who wishes to report an incident is urged to call Lampson at 860-627-4693.
