An employee of the Brookstone store at the Westfield Mall in Trumbull told police that 62-year-old Garfield Burns went into the store on Sept. 12 and told her that she had large breasts before leaning over and kissing her chest, the Connecticut Post reported.
After the woman became upset, Burns got down on one knee and offered her a ring, the Connecticut Post reported. Police told the Connecticut Post that video surveillance footage backed up the employee's story.
Burns was charged with fourth-degree sexual assault and second-degree breach of peace, and held on $10,000 bond, according to the Post.
Burns was a police officer for 20 years before retiring in 2005, and was previously arrested on sexual assault charges in 2011, according to the Connecticut Post. In that case he was accused of sexually assaulting a female employee at the Walmart in Stratford, and was granted accelerated rehabilitation, according to the Connecticut Post.
