In an exclusive interview with Fox 61, Julian Fyffe, 21, described his recollection of the May 9 incident, which ended when Boulay shot and killed Jayson Negron, 15, who was driving the car. Fyffe's story differs from the police account.
According to police reports, officers were pursuing a stolen vehicle, which they boxed in at Fairfield and Park avenues near downtown after the car went the wrong way down a one-way street. Negron put the car in reverse and hit at least one officer, police said, nearly pulling the officer under the car.
At that point, Boulay shot and hit Negron and Fyffe, police said.
But Fyffe told Fox 61 that the car was not stolen, that no officer was pinned, and that Negron was trying to cooperate and pull over when he accidentally drove the wrong way down the one-way street. When Negron put the car in reverse to correct his mistake, an officer opened the car door, Negron's foot went to gas and the officer jumped out of the way as the car went into reverse, Fyffe told Fox 61. That's when the shots were fired, he told Fox 61.
State Police have said they will not comment on the case until the investigation is complete. Boulay, a five-year veteran of the department, has been placed on administrative leave pending the outcome of that investigation.
The lawsuit claims that officers failed to use proper procedures, that Boulay wrongly used deadly force, that medical care was delayed after the two were shot and that the officers and Perez lied about the case as part of a coverup, Fox 61 said.
Jayson Negron's funeral will be held Wednesday, May 17, at 10 a.m. at the Funeraria Luz de Paz (Peaceful Light Funeral Home) 426 E. Washington Ave. in Bridgeport. Interment will follow at Park Cemetery, 620 Lindley St., Bridgeport.
