Tolland's April Moan Faces Counts After Surrendering To Cops

A Connecticut woman waited a day to call for medical help after her then-4-year-old daughter allegedly ingested THC gummies and became seriously ill, police said. Video reportedly taken after the child ate the gummies showed her lethargic and struggling to stay awake.

April Moan, 38, of Tolland, was charged after an investigation that began on March 12, 2025, when the Department of Children and Families reported a suspected child abuse and neglect case involving a young child hospitalized for possible drug exposure, according to Connecticut State Police. She turned herself in to troopers on Friday, June 19.

Detectives with the Eastern District Major Crime Squad said the child was first taken to a local hospital before being transferred to a Hartford medical facility for more advanced treatment.

Medical records showed the child tested positive for cannabinoids and arrived with severe symptoms, including significant drowsiness, a slow heart rate, and low blood pressure. Doctors determined the symptoms were consistent with marijuana ingestion, investigators said.

According to the affidavit, Moan told investigators she found THC gummies in her teenage daughter's bedroom and believed the younger child had eaten them. But detectives said evidence recovered from a cellphone suggested the ingestion happened a day before emergency services were contacted.

Investigators reportedly obtained videos showing the child lethargic and struggling to stay awake on March 11, 2025.

During the investigation, police executed a search warrant at the family's home. Detectives seized marijuana products and other suspected narcotics.

DCF also substantiated allegations of physical neglect involving three children living in the residence. Investigators cited unsanitary and hazardous living conditions.

According to the affidavit, Moan later acknowledged during a December interview that she knew the child had ingested drugs and delayed seeking medical attention because she feared involvement from DCF and law enforcement.

Moan was charged with three counts of risk of injury to a minor. She was released on a $50,000 bond.
