Carlos Beamonte, 39, of Shelton, was taken into custody Friday, Jan. 16, according to Connecticut State Police. The crash happened in the early morning hours of Jan. 12, 2025.
Beamonte is charged with second-degree manslaughter, two counts of assault with a motor vehicle, evading responsibility resulting in death, two counts of evading responsibility resulting in injury, and tampering with evidence, police said.
Police said the crash happened shortly before 12:40 a.m. on Route 8 northbound near Exit 7.
Investigators said Beamonte was driving a Honda CR-V when it struck a Honda Civic. The Civic lost control, crossed the median, and entered the southbound lanes, where it was hit by a Honda Accord.
Fourteen-year-old Waterbury resident Chloe Ramsubhag was a passenger in the Civic. Police said she was pronounced dead at the scene.
The drivers of both the Civic and the Accord were injured and taken to separate hospitals, according to police.
Police said Beamonte fled the scene after the crash.
An arrest warrant said the Honda CR-V was traveling between 82 and 84 mph in a 55 mph zone when it struck the Civic.
Investigators also recovered a detached license plate at the scene. The warrant said it belonged to a relative’s vehicle.
After leaving Route 8, police said Beamonte drove to a parking lot in Shelton. The warrant said his sister, Bethel police officer Jessenia Beamonte, arrived there around 1:01 a.m.
About six minutes later, the warrant said the two left the lot in her Jeep Wrangler. They returned about 10 minutes later and stayed for roughly an hour before leaving again around 2:16 a.m.
State police later found them at Griffin Hospital in Derby. The warrant said Beamonte had “no significant injuries from the collisions” and declined to provide blood or urine samples.
Carlos Beamonte’s arrest comes days after his sister was arrested. She is accused of interfering with the investigation into the deadly crash.
The crash also killed the Ramsubhag family dog, according to a GoFundMe.
The investigation remains ongoing.
