Mark Sullivan, 60, of Brockton, was arrested after witnesses reported a man filming children near the playground around 1 p.m. Friday, Aug. 14, Suffolk District Attorney Kevin Hayden said on Tuesday.
Sullivan faces one count of photographing the intimate parts of a child, prosecutors said.
Witnesses told police Sullivan used a cellphone and sunglasses fitted with a camera. Prosecutors said he recorded a family as they used a towel to shield their children while changing them.
The family moved away, but Sullivan followed, prosecutors said.
Bystanders confronted Sullivan. He removed the glasses and tried to break them with his hands before police arrested him, according to prosecutors. Officers seized the glasses and his cellphone.
Assistant District Attorney Olivia Izzi told the court Sullivan has a long record involving similar crimes. She cited a 10- to 15-year Plymouth County prison sentence in 2009 for a repeat child pornography possession offense. She also cited cases and sentences in Norfolk County in 2000 and Middlesex County in 1999.
Judge Paul Treseler set bail at $250,000. If released, Sullivan must remain at home with GPS monitoring. He must surrender all electronic devices and avoid minors, victims, and witnesses. He also cannot enter Downtown Boston except for court.
“This is a very disturbing set of facts, made all the more disturbing by occurring in a place where many families and children go to enjoy beautiful scenery and summer weather," Hayden said. "I'm grateful to the community members who noticed this man's actions and contacted police."
