A near decades-long dispute in the area came to a head when a man from Ossining allegedly slashed the truck tires of his rival’s business trucks in Philipstown, according to law enforcement. Putnam County Sheriff Robert Langley, Jr. announced to the arrest of Manuel Lema, 55, who is facing three felony counts of third-degree criminal mischief dating back to an alleged incident last month.
