Wappinger Investigates Manager's Harassment Complaints

WAPPINGER, N.Y. -- Wappinger town leaders say they are bringing in an independent investigator to look into complaints that racial harassment directed at the town's first and only black man to work in the garage has gotten worse since he was promoted to deputy highway superintendent earlier this year, according to the Poughkeepsie Journal.

In a complaint dated April 7, Troy Swain, who started working for the town as a motor equipment operator in 2012, contends that racial slurs have created a hostile work environment. He was promoted to deputy superintendent earlier this year, and officials said several grievances were filed with the union about that promotion, the Poughkeepsie Journal says.

Highway Superintendent Vincent Bettina stands by Swain and the decision to promote him, the Poughkeepsie Journal reports.
