The city declared a state of emergency starting at 8 a.m. Monday. The Peekskill High School Gymnasium on Elm Street will be open at noon as an emergency shelter. Cots will be available, but residents were urged to bring their own food and water.

Extremely high tides are expected as a result of a full moon and the storm surge. Hudson River tides may be 6 to 8 feet above normal, which will likely flood the access road to Travis Point as well as low-lying areas on Water Street, North Water Street, Central Avenue, Lower Hudson Avenue, Railroad Avenue, Lower South Street, Louisa Street, John Walsh Boulevard, Welcher Avenue and Bleloch Avenue and McGuire Avenue west of Route 9A, city officials said.

Police were making door-to-door notifications, advising all residents in those neighborhoods to evacuate and seek alternate shelter. An emergency shelter is anticipated to open at the Peekskill High School gymnasium, and the neighborhood center will be available beginning Monday morning.

The Peekskill City School District and Hendrick Hudson School District have canceled classed for Monday. The Peekskill Common Council budget meeting scheduled for Monday has also been rescheduled to Saturday, Nov. 3, at 8 a.m.

The city's senior nutrition lunch program at noon at the Neighborhood Center is canceled for Monday, as well as Monday's senior club.

Northern Westchester County is under a high wind and flood watch, meaning sustained winds in excess of 40 mph were expected by Monday morning.

Rain is expected to intensify late Monday morning, and rainfall amounts during the day are expected to be in the 1- to 2-inch range.

The wind is expected to intensify Monday night with gusts of more than 65 mph expected. Additional rainfall amounts are predicted to be in the 1- to 2-inch range.
