The New York State Division of Criminal Justice Services issued an alert on Wednesday to Dutchess residents regarding the residency of 50-year-old Terence Wade Banks, who has moved to a residence on Rose Street in Poughkeepsie.
The Division of Criminal Justice Services has assigned Babcock as a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent offender.
According to the Division of Criminal Justice Services, Banks raped at least three women in 1990 and was convicted of first-degree rape the following year. Using a weapon, he had sexual intercourse, deviate sexual intercourse and sexual contact with his victims. Banks was sentenced to between 150 months to 25 years in state prison after being arrested by the New York City Police Department Sex Offender Unit. He is now under the jurisdiction of the Poughkeepsie City Police Department.
