The investigations span Montgomery, Delaware, and Berks counties, where one man has been arrested while authorities continue investigating the other reported encounters.
Driver Identified After Girl Approached On Way To School
The latest development came Tuesday, Nov. 3, when Plymouth Township Police announced they had identified both the person and the red sedan involved in a suspicious activity/attempted child-luring investigation.
The driver is cooperating with law enforcement, police said.
The investigation remains active, and no charges or arrests have been announced in connection with the encounter.
The original incident happened between 7:30 and 7:40 a.m. Monday, Nov. 2, on Traverse Drive near Park Drive in Plymouth Township.
A girl walking to Colonial Middle School reported that a man driving a red sedan stopped and asked whether she wanted a ride to school, police said.
The girl declined the offer and continued walking to school.
The driver left the neighborhood on Park Drive toward Belvoir Road, investigators said.
Police initially described the driver as a white man approximately 40 years old with light or blonde hair and light facial hair.
A neighborhood canvass helped investigators identify a vehicle of interest, and police shared images of the sedan while asking residents to review surveillance footage.
By Tuesday, authorities had identified both the person and vehicle.
Police have not publicly identified the driver or provided additional details about the circumstances of the encounter.
Anyone with information is asked to contact Plymouth Township Police at 610-279-1901 or [email protected].

Boy, 10, Possibly Followed By Two Cars In Delaware County
The Plymouth Township investigation follows another possible child-luring incident involving a 10-year-old boy riding his scooter in a Delaware County neighborhood.
That encounter happened around 4:15 p.m. Thursday, Oct. 29, near 105 Andrien Road in Concord Township, according to Pennsylvania State Police.
The boy was riding his scooter through the neighborhood when a man driving an older-model, light-tan sedan approached him in a driveway.
The driver told the child to come closer to his vehicle and began asking questions about his scooter, troopers said.
A nearby resident intervened and confronted the driver, who then left the area.
Shortly afterward, a black sedan briefly stopped across the street from the same residence before leaving.
Investigators reviewed surveillance footage that appeared to show the boy may have been followed by both vehicles earlier while riding his scooter, according to state police.
The driver of the tan sedan was described as a white man between 50 and 60 years old with gray hair.
State police are investigating the encounter as possible child luring and have asked anyone with information or surveillance footage to contact the Pennsylvania State Police Media Barracks.
No arrests have been announced in the Delaware County case.
Man Accused Of Offering Reading Girls Candy To Get Into SUV Arrested
Meanwhile, a 66-year-old Berks County man surrendered to authorities Friday, Oct. 30, after investigators linked him to multiple alleged child-luring incidents in Reading and Shillington.
Robert Ruhe, of Mohnton, was charged with three counts of luring a child into a motor vehicle or structure, stalking, and harassment, according to Berks County District Attorney John T. Adams.
The investigation began after a 15-year-old girl reported being approached by an older man driving a white SUV while walking near Pennsylvania Avenue and State Street in Shillington around 6 p.m. Wednesday, Oct. 14.
The driver stopped in the roadway and motioned for the girl to approach him, but she refused and continued walking toward her home, detectives said.
Minutes later, the same man allegedly approached her again near the 400 block of North Wyomissing Avenue.
"Hey baby, what are you doing?" he reportedly asked.
He then asked whether she wanted to make money and commented that he had noticed her walking alone.
The girl refused his advances and contacted her father, keeping him on speakerphone during the second encounter.
The man eventually drove away.
During the investigation, detectives learned of similar incidents involving three additional females in Reading's Oakbrook neighborhood approximately 20 to 30 minutes earlier.
Between 5:30 and 5:45 p.m., a man driving a similar white SUV approached three females, including two children and an adult, authorities said.
In one encounter, two sisters, ages 16 and 6, were taking out the trash in the 1000 block of Patton Avenue when they noticed a white SUV traveling slowly through the neighborhood.
The driver repeatedly called out to the girls, telling them to approach his vehicle and offering them candy if they climbed inside, detectives said.
The older sister instructed her younger sister to stay away from the SUV and called for their mother, who was nearby.
The driver then left.
Detectives from Berks County, Shillington, and Reading reviewed surveillance footage from multiple homes and locations, ultimately identifying the vehicle as a white Acura RDX with a Pennsylvania license plate.
Investigators determined the SUV was leased by a Mohnton resident and was accessible to Ruhe.
Surveillance footage showed the vehicle repeatedly traveling through streets and alleyways near the reported incidents, authorities said.
When questioned, Ruhe acknowledged driving the Acura through Reading and Shillington at the times of the incidents and identified himself in surveillance footage, according to detectives.
However, he denied speaking to any of the victims.
Ruhe was charged Thursday, Oct. 29, and Magisterial District Judge David L. Yoch issued an arrest warrant.
He surrendered the following day with his attorney and was transported to the Berks County Sheriff's Central Processing Center.
He was awaiting preliminary arraignment when the district attorney's office issued its Oct. 30 announcement.
The Berks County investigation remains ongoing.

Separate Investigations Across Pennsylvania
The three investigations involve children approached by unfamiliar drivers in residential neighborhoods, including while walking to school, riding a scooter, and completing chores outside their homes.
The Berks County incidents occurred Oct. 14, the Delaware County encounter was reported Oct. 29, and the Montgomery County incident happened Nov. 2.
Police have not established any connection between the cases.
While Plymouth Township Police have identified the driver involved in the latest encounter, the department has not announced charges or disclosed the person's identity.
