Please TAKE NOTICE that the Bayonne Energy Center will hold a public hearing on May 26, 2026 18:00, at Bayonne Mason Lodge, Peninsula Lodge No.99 located at 888 Avenue C, Bayonne, NJ 07002, regarding the Environmental Justice Impact Statement (EJIS) for the above-referenced permit application renewal, as required by the Environmental Justice rules, N.J.A.C. 7:1C. The hearing will be conducted in-person, and the public will also have an option to participate virtually. The virtual component will be recorded and available online for the public to view after the hearing until the close of the public comment period. All interested persons are invited to participate in the public hearing.

GENERAL DESCRIPTION
The Bayonne Energy Center (“BEC”) is a nominally rated 660 megawatts (“MW”) state of the art, 10-unit natural gas fired simple cycle combustion turbine power generation facility located in Bayonne, New Jersey. The units are capable of combusting fuel oil as a backup fuel source.
The BEC facility is considered a “major source” (or “major facility”) as defined in N.J.A.C. 7:27-22 of the New Jersey Department of Environmental Protection (NJDEP) air pollution control regulations. Hence, the facility requires a Title V Operating Permit (Title V permit), which has a 5-year term. BEC submitted its Title V renewal permit application on June 15, 2023, meeting the submittal at least 15 months prior to permit expiration best practice recommended by the NJDEP.
This notice meets the requirement for the Environmental Justice public notice requirement for the NJDEP Title V Operating Permit, BOP230002 renewal.

Environmental Justice Impact Statement (EJIS)
The facility has prepared an Environmental Justice Impact Statement (EJIS) which includes the information required pursuant to N.J.A.C. 7:1C-3.2.
The facility has analyzed the environmental and public health stressors in the overburdened community (“OBC”), for Bayonne’s Census Block Group of 340170108001 that is associated with the facility and has determined that the facility will not cause a disproportionate impact.
Printed copies of the Environmental Justice Impact Statement will be made available at the following location: Bayonne Public Library 607 Avenue C., Bayonne, NJ 07002. When the main branch is closed, the application documents will be available at the branch location 16 W 4th St, Bayonne, NJ 07002.
