NORWALK, Conn. The circumstances that led to the electrocution of a dog Sunday at the Taylor Farm dog park are mysterious. George Leary, Third Taxing District general manager doesn't know where the power came from. He said it is a "very unusual situation."
The death of the dog was reported at about 4 p.m. The animal was in the water at the flooded dog park and was shocked to death. A Norwalk Police officer blocking traffic on Calf Pasture Road Sunday afternoon said some people had been shocked as well.
"It's not so much a live wire, we don't know what it was," Leary said. "There's no wires down there."
Mayor Richard Moccia said he was on the scene for about 45 minutes and offered his condolences to the owner of the dog, a woman who was crying as she held its small dead body, wrapped in a cloth.
There were people in the water. Police had a difficult time getting them out of harm's way.
"There were four police cars with loud speakers and there were still people trying to sneak around the school, get down there so they could get to the beach or walk to Taylor Farm," Moccia said. "The police were yelling at them and they were literally walking away from them."
Moccia said that the people standing in the water were at an unpredictable risk, as you don't know when a wire might come down. He expressed frustration that people were out and about Sunday afternoon, although he could understand why people wanted to get out of the house.
"The tail end of it came through," he said. "Last night, around 8 or 9, the wind picked back up to about 35 miles an hour. A couple of additional trees went down because of that ... and people are walking around all over. Another wire or tree could come down any time and if the roots are really wet, they could come down with a gentle wind."
Leary said the Third Taxing District does not own wires at the beach, but disconnected them anyway. He doesn't know who owns the wires but said his company will assist in reconnecting them, if needed.
