Planck, who ran as an independent candidate was defeated by Democrat Mike Young, 249 votes to 104 votes.
"Some of the voters voted because they work with [Mike Young] at IBM, some voted the way they did because they only vote for party line regardless of candidate and some of the voters are stupid," Planck said.
Running a shoestring campaign was a challenge for Planck, who said he handled everything himself.
"My opponent had nine people working on his behalf," Planck said. "Even though I lost, it was a reward in itself to get as close I got.
Planck said Poughkeepsie has an equality program and the needs of the city's minorities are not being dealt with.
"One of our biggest businesses is poverty," Planck said. "There is a small group of people getting filthy rich taking care of the poor or housing them."
Planck said another big business is unions and it causes social and economic growth in the city to remain stagnant. He said is happy to work with mayor-elect Republican Rob Rolison, but he thinks the black population would have been united behind Randy Johnson, who was trying to be the city's first black mayor.
"I think Rob Rolison wrote more checks than his butt can cash," Planck said. "It will be interesting to see how he fulfills all of his campaign promises."
