Peter Michael Caci, 36, of Lancaster Township, was held for court following a preliminary hearing on Monday, April 14, in connection with the March 2 incident in Lancaster City, according to the Lancaster County District Attorney’s Office.
Judge Andrew LeFever ruled the case should proceed to the Court of Common Pleas on charges including attempted robbery, simple assault, disorderly conduct, reckless driving, harassment, and a turn signal violation, the DA said.
Caci is accused of aggressively confronting a woman after pinning her vehicle in traffic near the intersection of East Walnut Street and North Duke Street during the afternoon of March 2.
The victim told police Caci had been driving south on Lititz Pike toward the city in an aggressive manner, weaving through traffic and making abrupt lane changes while repeatedly making obscene gestures toward her.
As the vehicles approached Walnut Street, Caci allegedly cut in front of her, forcing her to brake suddenly and trapping her vehicle between his and another car behind her.
Police said Caci then exited his vehicle in the middle of traffic and approached the driver’s window.
During the confrontation, he reached into the vehicle, struck the woman in the face and arms, and attempted to forcibly take her cellphone, according to investigators.
Authorities say Caci also yelled a racial slur during the encounter, which was heard by the victim and witnesses.
The victim told police she feared for her safety and the safety of her passenger but could not drive away because her vehicle was blocked.
Caci previously turned himself in to Lancaster City police on March 3 and remains free on $5,000 unsecured bail.
He is next scheduled for a formal arraignment in May.
Lancaster City Bureau of Police Officer Caitlyn Stallings filed the charges, and Assistant District Attorney Samantha Frost represented the Commonwealth at the preliminary hearing.
Caci had been employed as a planning administrator for Manheim Township, but Township Manager Rick Kane confirmed that he is no longer employed by the township.
