Peekskill Man Arrested For Forceably Touching Girl

CORTLANDT, N.Y. – A Peekskill man was arrested by state police last month on charges of inappropriately touching a minor in the Cortlandt Town Center shopping plaza.

At approximately 6:30 p.m. on July 11, Luis Otero, 54, of Peekskill allegedly forceably touched a 13-year-old female at the Barnes and Noble bookstore located in the shopping center. According to police, Otero was confronted by the victim's mother and then fled the store on foot, before leaving the shopping center in his vehicle.

The State Police arrested Otero a short time later at his nearby residence and charged him with one count of forcible touching, a misdemeanor, according to Cortlandt State Police Barracks Investigator David Atkins. Atkins said he did not immediately know if Otero had prior arrests or was a registered sex offender. Otero was issued an appearance ticket returnable to the Cortlandt Justice Court on July 22.
