Mayor Foster and the common council have done what almost no other municipality in Westchester County hasthey have kept taxes flat, services up, and maintained a Double AA credit rating for the Cityall during the worst economic climate since the Great Depression.
With strong fiscal discipline and cutting the fat from local government, Mayor Foster and the common council have saved taxpayers thousands of dollars. While other communities have had to raise taxes, layoff city workers, and scale back services, Mayor Foster and the Democratic council have bucked the trend.
It hasnt happened by accident. Since assuming office in 2008, the Foster administration ended the practice of reviewing the City budget only once a year, put in place multi-year budgeting processes to project the Citys finances long-term, eliminated perks for management personnel in City Hall, like cell phones and take-home cars, and assembled volunteer citizen committees for tasks previously farmed-out to taxpayer financed consultants.
Under the Foster administration, Peekskill residents received their first-ever tax cut in 2010. Unlike previous administrations, the Peekskill Common Council today is comprised of business professionals who have deep experience with budgets, business, and finance. This experience has paid dividends for Peekskill's taxpayers.
