Units from Baltimore Police and Baltimore Fire were called to the area of Pennsylvania and North Avenues around 11:30 a.m., police said.
It is believed that at least 15 people were treated, officials said, calling it a "mass casualty incident."
"Our team is coordinating with state agencies, city officials, and first responders on the ground in West Baltimore today," Maryland Gov. Wes Moore posted on social media.
"I'm grateful to those who quickly alerted us about this situation, and those who are providing support to the community."
Photos from the scene show firefighters and police officers gathered at the intersection, with emergency vehicles blocking off the crosswalk in front of a busy shopping plaza and bus stop.
Baltimore County State's Attorney Ivan Bates said that the mass over event "serves as a powerful reminder of our city's ongoing battle against the opioid epidemic."
Bates said that his office has been in contact with the police department at the scene.
"I commend the first responders who saved lives today, and I hold hope in my heart for the victims' swift and full recovery."
Details about what caused the overdoses or the number of patients involved have not yet been released.
Police said more information will be shared as it becomes available.
