Mullen, a resident of Waterbury, Conn., was stopped by troopers, who noticed he was driving with an equipment violation on his vehicle.
He submitted to a test that showed his blood alcohol content was 0.18 percent, which is over twice the legal limit. He was issued a traffic citation with a Town of Southeast Court date of Feb. 17 at 6 p.m.
