State Rep. Gail Lavielle (R-143, Norwalk/Wilton) is endorsing two bills that would limit unfunded mandates on municipalities.
As a state government, we should be making every endeavor to remove obstacles from [municipalities] path and to help them succeed, Lavielle said last week in testimony before the Houses Labor and Public Employees Committees.
One of the bills would limit municipal binding arbitration. The other would raise the prevailing wage threshold for municipal public works projects. Both of these bills are first steps toward relieving what are essentially two unfunded mandates on
towns, said Rep. Lavielle. Unfunded state mandates require towns to provide certain services but do not include state funding.
Lavielle also introduced a bill that would require a two-thirds vote of the General Assembly to approve unfunded mandates on towns. She has also co-sponsored a bill that would require the General Assembly to approve budget appropriations to municipalities by March 1 each year early enough to ensure that towns have that information as they are setting their own budgets.
