* To make Annual Yearly Progress, a school and its subgroups (low-income, minority and special needs students) need to meet this years No Child Left Behind proficiency standardsapproximately 90 percent of students meeting the standard. A school can also make Annual Yearly Progress through the Safe Harbor provision by decreasing below-proficiency scores by 10 percent in all subgroups.
