Ryan J. Williams, 32, of Dover, is due Nov. 19 in the Dover Justice Court to answer the misdemeanor fourth-degree criminal mischief complaint, police said.
The charge was filed Nov. 17 after a New York State Police investigation, police said. The victim told police his living room window was broken on or about Nov. 11.
