If last week's storm took you by surprise, take comfort in today's announcement from Gov. M. Jodi Rell. The state of Connecticut is signing up its residents for a groundbreaking statewide emergency notification system, the first of its kind in the nation. "CT Alert" will allow state authorities to communicate critical information to people before, during and after events such as natural disasters and public health emergencies.
