Accused Norwalk Man Arrested Again

NORWALK, Conn. -- A Norwalk pastor who has been accused of sexual abuse of family members was arrested by Norwalk police on Tuesday. Phillip Joubert, 50, of 21 Lexington St., was charged with criminal violation of a protective order. Bond was set at $20,000.

Police say a family member received a call from Joubert in June. She knew it was Joubert because his name came up on caller ID, and she handed the phone to another family member. That person answered it and could hear Joubert talking, but he wasn't speaking into the phone. The two did not exchange any words.

According to police, Joubert said he did not remember making the call. They did a records search on the phone and determined that the call had been made to the family member from his phone.

Joubert, the founding pastor New Light Missionary Baptist Church, was arrested in November 2009 by New York City police, according to The Hour. He is accused of two incidents of sexual assault at his home in Queens, N.Y. The case is pending in Queens Superior Court. He is also accused of domestic abuse in Norwalk, the paper says. The case is pending in Norwalk Superior Court.

Also on the police blotter:

• A playground at All Saints Catholic School, 139 West Rocks Road, was damaged by unknown people who broke a lock to get into the fenced area, police said. A plastic firetruck set in the preschool playground was broken, and the climbing set was pulled apart. A stained-glass window was also broken, and a stick was found inside. It had apparently been thrown from the playground. There are no suspects.
