I-95 Express Lanes Opening This Week To Cut Commutes For Virginia Motorists A fresh set of express lanes are making their Interstate 95 debut this week in northern Virginia. The 10-mile stretch of the new express lanes along Interstate 95 in Stafford will open to the public on Friday, Aug. 18. The lanes are the first phase of a two-phase project. The lanes start just past Route 610 in Stafford County, and extend to near Route 17, bringing a faster travel option to motorists.
