New HOV rules took effect on Monday on the new I-66 Express Lanes in Northern Virginia. As of Monday, Dec. 5, carpoolers will be required to have at least three - not two people in their vehicle, with an E-ZPass Flex transponder switched to "HOV On” mode to bypass the tolls in those lanes, otherwise, motorists will have to pay a toll that will vary, depending on the flow of traffic. A jackknifed and partially tipped tractor-trailer stopped traffic on I-295 in Henrico on Tuesday, July 26.The incident occurred on the ramp to I-64 at around 3 p.m., stopping all southbound traffic, according to the Virginia Department of Transportation. Authorities in Stafford are on the lookout for a tire tosser. In separate incidents last week, 100 used and worn-out tires were illegally dumped in piles around the city. A Stafford County sheriff's deputy last week found 50 radials heaped into a pile while on patrol along Musselman Road. A day later, a man said he found 50 more on his property on Commerce Parkway, the Sheriff's Office said. Deputies didn't say if the incidents were related.
