Slate Belt Regional Police were called to Short Road in Plainfield Township around 7:15 p.m. on Saturday, May 13 for a reported disturbance, the department wrote in a release.

There, the neighbor said he was playing with his granddaughter in the yard when they allegedly saw Todd W. Winterton "standing in the (open) doorway to his residence naked, exposing his genitals," police wrote.

Video evidence from the scene corroborated the neighbor's account, police claimed.

Winterton, 60, was charged with two counts of misdemeanor indecent exposure and one count of disorderly conduct, according to the police report. He was arraigned and is held at the Northampton County Prison on a State Parole “detainer," the department added.
