NY Thieves ID'd In Multi-Highway Pursuit That Hurt Troopers: PSP (Update)

The alleged thieves who stole a vehicle and caused a chase that seriously hurt two Pennsylvania state troopers have been identified as the following Brooklyn, NY men, according to a PSP release on Monday, May 22.

  • Latrell White, 22-years-old.
  • Terrence Caton, 26-years-old.
  • Julien Fleury, 27-years-old.

All three have been denied bail, according to their court dockets.

Fleury and Caton have been charged with the following, as detailed in their dockets. 

  • Felony theft by unlawful taking- movable property.
  • Felony fleeing or attempting to elude an officer.
  • Felony evading arrest or detention on foot. 
  • Felony conspiracy- retail theft taking merchandise. 
  • Felony criminal mischief- damage property. 
  • Four misdemeanors for recklessly endangering another. 

White was charged with three felonies for conspiracy- retail theft taking merchandise, evading arrest or detention on foot, and evading arrest or detention on foot, as explained in his docket.

He has a history in the county for theft, forgery, and tampering with identifying records, but that case was still in plea court at the time of this incident.

Two state troopers were seriously hurt when they crashed into a tractor-trailer while pursuing thieves— which led to the third Cumberland County school lock down or lockout in two days, authorities told Daily Voice.

The thieves were fleeing a retail theft and were being pursued by the Carlisle Borough Police when the Pennsylvania State Police were asked to assist on Friday, May 19, 2023, according PSP.

The troopers spotted the thieves "driving recklessly at a high rate of speed in the area of 81 northbound around mile marker 48, South Middleton Township" and their part of the chase began around 10:45 a.m., as stated in the release. 

One State police patrol car turned on their lights and sirens to assist but while enroute to the pursuit they were struck by a tractor-trailer that was making a U-turn on Carlisle Pike at Dapp Lane in Silver Spring Township, according to State Police.

The two troopers "were extricated from the vehicle" and were taken by ambulance to to Holy Spirit Hospital, where they remain in serious but stable condition, PSP Troop Megan Frazer said. 

Additional troops continued the pursuit and a traffic stop was successful at getting the vehicle to pull over on Route 581 in the area of Carlisle Pike, but the three male suspects fled on foot, according to PSP. 

"Two suspects were taken into custody within minutes," troopers said. 

The third suspect stole a Honda Pilot from an uninvolved motorist and yet another pursuit ensued, according to the release.

The vehicle crashed in the area of Carlisle Pike and Silver Spring Rd, Silver Spring Township, and the suspect was uninjured and taken into to custody.

No names or charges in these incidents have been released by any officials at the time of publishing. 

The crash was on US Route 11 between North Locust Point Road and Hempt Road near Cumberland Valley High School led to all lanes remaining closed through 12 p.m., according to PennDOT. 

The lockout was at Cumberland Valley Ninth Grade Academy, Hampden Elementary, and Sporting Hill Elementary on around 11 a.m. and it ended around 11:45 a.m., according to the school district officials.

"The three schools went into a lockout and not a lock down. Lockout means no one in and out of the building, but school operations continue as normal inside,” the district explained in an email to Daily Voice which included the letters they sent to students' families during and immediately following the incident. 

The lock downs/outs on Thursday involved a mental health crisis in the woods near schools in Enola and a masked man with what looked like a gun near at W.G.
