Daytime Jewelry Theft, 'Suspicion Person' Investigation In Eastern PA Two complaints of suspicious people in neighborhoods including one daytime "distraction burglary" involving jewelry are under investigation, police announced in a release on Friday, Sept. 20.  The first incident happened in the Highlands at Upper Providence community around 7:15 p.m. on Tuesday, Sept. 17.  A suspicious person was seen in the neighborhood looking into people's homes.  "The resident making this report is adamant they have never seen this male in the neighborhood before and have not seen him since," the police said.  The suspicious person is described as …
