Man With Violent Past Charged For Assaulting 14-Year-Old PA Girl: Police A man with a violent past in Massachusetts is facing serious charges after an alleged assault on a 14-year-old girl in Pennsylvania, authorities said.  Charles Monroe, 32, of Lock Haven, is charged with strangulation and simple assault following a disturbing incident on North Fairview Street last month, Crime Watch said.  Police were dispatched to a Lock Haven home around 3:55 p.m. on Wednesday, Nov. 27. PA 18-Year-Old ID'd After Drowning In Susquehanna River: Authorities An 18-year-old man drowned in the Susquehanna River on Saturday, police announced on June 23.  The incident began when Gavin Frey of Howard, PA was swimming with a 22-year-old friend in the Susquehanna River between the City Beach and Riverview Park around 4:45 p.m. on June 22, Lock Haven City Police explain and he was later identified by the Clinton County Coroner Zach Hanna.
