The New York State Division of Criminal Justice Services issued an alert this week to Orange residents regarding the residency of 58-year-old Gerald Pipkins, who has moved to an apartment on Benkard Avenue in Newburgh.
The Division of Criminal Justice Services has assigned Pipkins as a Level 2 threat, which means he is at "moderate risk of a repeat offense."
According to the Division of Criminal Justice Services, Pipkins abused a 13-year-old girl in 1999, and was convicted of second-degree sexual abuse for having contact with a person less than 14 years old. He was arrested by New York State Police and sentenced to a year in local jail. He is now under the jurisdiction of the Newburgh City Police Department.
