West Milford Officer Thomas Collins found Christopher Foxon, 35, of Ringwood slumped over the wheel, the car running and its lights on, outside a local business just before 3:30 a.m. Sept. 21, authorities said Monday.
Foxon was taken into custody after he failed a sobriety test and was found carrying 11 wax folds of heroin, they said.The officer also retrieved an uncapped hypodermic needle and two others from the car, the police report says.Foxon was charged with DWI, possession of drugs and being under the influence of drugs, among other offenses.He eventually was released, pending a court hearing, under New Jersey's 2017 Bail Reform & Speedy Trial Act.As Daily Voice reported last week, Foxon was behind the wheel of a Chrysler 300 that collided with a Chevy Equinox on Skyline Drive in Oakland hours later, sending the 55-year-old other driver from Wanaque to the hospital with what were considered minor injuries, authorities said.
Foxon was charged with assault by auto, being under the influence of drugs and illegally possessing a hypodermic syringe, among other offenses, records show.
He was taken to the Bergen County Jail -- only to have a judge order his release a short time later, again under the new bail reform law, records show.
Five years ago, Foxon was charged with writing unwarranted summonses and then dismissing them for bogus reasons to boost his output. The charges were dropped after he made restitution and completed a Pre-Trial Intervention Program, authorities said.
