At 3:45 p.m., officers responded to 18th Avenue and South 18th Street after three juveniles, ages 13 and 14, were sprayed with pepper spray following a verbal altercation with a woman, later identified as Hiydera Rowell, Newark Public Safety Director Emanuel Miranda said.
The parents of each victim arrived at the location, where EMS evaluated each for complaints of pain to the eyes and face, Miranda said. No further injuries have been reported, Miranda said.
Rowell was charged with three counts of aggravated assault, unlawful possession of a weapon and possession of a weapon for an unlawful purpose, Miranda said.
