If the construction of the AIM pipeline phase of Spectra Energy’s three part pipeline project is a test to see how well the rest of the process will go, then there is considerable cause for concern. During the first stages of the operation, residents near the pipeline work sites in Verplank, Buchanan and Peekskill routinely complained that their lives were affected by loud machinery, floodlights and construction at all hours of the day and night for six, sometimes seven days a week. Workers tied up traffic with their trucks and did an inadequate job repairing the public roads that they had damaged. They idled their vehicles to the annoyance of residents, they stirred up dust and dirt leaving cars and homes under a continual blanket of soot. They broke water mains; at one time leaving the town of Verplank without water during one of the hottest days of the summer. Finally, Spectra failed in its first attempt to tunnel the pipeline under the Hudson, trespassing onto protected wetlands. Now Spectra wants to do to the residents of Yorktown what it did to the residents of Verplank, Buchanan and Peekskill.
