Bower, a Long Island security guard who was sentenced to 54 years for sex crimes in the early 1990s, was paroled earlier this year. The Parole Board’s decision came after a letter submitted by Thomas Schellhammer – who led the attorney general’s Conviction Review Bureau – that stated it appeared unlikely that Bower committed the crimes according to the Times Union report.
