$21M Lifeline Going To Storm-Struck Westchester Towns For Flood Relief: Hochul

A flood-prone Westchester area battered by past storms is getting a $21 million state-funded fix, New York Gov. Kathy Hochul announced.

The money, part of New York’s $4.2 billion Environmental Bond Act, will go toward storm-proofing infrastructure in Rye and Rye Brook along the Blind Brook, a waterway that swells with devastating force during heavy rain events, including Hurricane Ida.  

Key upgrades include replacing two undersized, flood-vulnerable county-owned bridges on Playland Parkway and Oakland Avenue with larger spans that can handle increased water flow. The state will also uncover a buried portion of East Blind Brook in Rye Brook, restoring the stream’s natural shape and expanding its floodplain using native plants and erosion control.

Officials say the work will help prevent costly storm damage and better protect residents and roads from future flooding. 

"Communities in Westchester are all too familiar with the devastating and deadly effects of storm surges and flash flooding," Hochul said on Wednesday, June 25, adding, "That’s why New York is investing in projects that improve resiliency, advance sustainability and protect our residents from severe weather driven by climate change." 

The announcement follows a Department of Environmental Conservation-led flood study of the Blind Brook watershed, one of several across Westchester launched after Ida flooded homes and streets from Port Chester to Harrison. 

State leaders, including Sen. Shelley Mayer and Rep. George Latimer, praised the funding, calling it a much-needed step to protect vulnerable neighborhoods.

"This is an important investment in my backyard," said Latimer.

The bridge replacements and stream restoration are being handled by Westchester County with help from the state Department of Environmental Conservation and other local partners.
