'Sexually Violent,' 'Predicate' Sex Offender Reports Move In Newburgh

A registered "sexually violent" and "predicate" sex offender convicted of sexually abusing a 24-year-old woman has reported a move in Orange County.

The New York State Division of Criminal Justice Services issued an alert this week to Orange County residents regarding the residency of 69-year-old Charles Muenster, who has reported a move from New Windsor to Broadway in Newburgh.

The Division of Criminal Justice Services has assigned Muenster a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent and predicate sex offender.

According to the Division of Criminal Justice Services, Muenster had sexual intercourse and contact with his victim in March 2006. He was convicted of first-degree sexual abuse by forcible compulsion in August that year and sentenced to five years in state prison. He remains under the jurisdiction of the Orange County Sheriff's Office.
