Unlicensed Dentist Arrested After Victim's Dental Bridge Falls Out In Westchester: DA

A dentist in Westchester is facing charges after allegedly practicing and performing dental surgeries without a license, officials said.

The dentist, identified as Queens resident Cesar Masso, age 78, was arraigned on Thursday, March 16 for allegedly practicing without a license out of a storefront in in White Plains set up as East Post Dental at 169 Grand St., according to the Westchester County District Attorney's Office.

Masso was arrested on Thursday, March 9 following an investigation by White Plains Police after a victim reported that the dentist had performed tooth extractions and placed a dental bridge that fell out, causing pain and discomfort. This same victim was also injected with a numbing agent and prescribed painkillers by Masso.

The victim ended up paying Masso thousands of dollars in cash for dental examinations, evaluations, and treatment between October 2019 and April 2020, according to the District Attorney's Office.

After his arrest, Masso was charged with three counts of unauthorized practice of a profession for allegedly providing the following without a license:

Dental examinations;
Tooth extractions;
Anesthetics;
Pain management;
X-rays;
Dental cleanings.

In exchange for these services, Masso would accept payment only in cash or check, officials said.

As a result of the investigation into Masso, authorities seized dentistry tools and equipment, local anesthetics, antibiotics, and patient files from his office, and are currently attempting to locate other victims or witnesses.

Westchester County District Attorney Miriam Rocah highlighted the importance of finding other victims.

"The alleged crime of illegally practicing dentistry and providing pain medication without a license is very serious," she said, adding, "As our investigation continues, we ask anyone who may have been a patient of the defendant to contact us or the White Plains police.”
