Probation Officer Admits Extorting Sex From Woman, Faces 10 Years In Prison

A 48-year-old probation officer admitted to sexually assaulting a woman he supervised while she was in drug court and threatening to send her to jail.

Henry C. Cirignano of Wall Township, pleaded guilty to three counts of sexual assault by coercion and one count of official misconduct during a hearing in Superior Court of Ocean County in Toms River before Judge Wendel E. Daniels.

Monmouth County prosecutors recommend Cirignano spend up to 10 years in state prison for official misconduct when he is sentenced on April 17. 

His plea deal with the prosecutor’s office calls for him to forfeit his job as a state probation officer assigned to Monmouth County, to register as a sex offender under Megan’s Law and be placed on lifetime parole supervision.

Cirignano admitted to sexually assaulting the probationer multiple times from 2016 to 2019 in three locations: the victim’s apartment, her mother’s home and at a halfway house, authorities said.

He admitted that he told the woman that she could drink alcohol or use narcotics and he would “take care of her” in drug court.

He allegedly sent the woman photos of his genitals, and required she send him nude photographs, he admitted.during a hearing in Superior Court of Ocean County in Toms River before Judge Wendel E. Daniels.

Monmouth County Prosecutor Christopher Gramiccioni said Cirignano’s behavior represented a “stunning abuse of public trust."
